Creating a layout for this website that has been vacant for almost a year

Once a basic layout is created the work on the database creation will begin to contain whatever I may have a need for. The project will be broken into several phases as follows:

• 1. Creation of Homepage mockup.
• 2. Creation of Database.
• 3. Break mockup into .NET code LINQed to database and XML files as needed.
• 4. Creation of a working Forum.
• 5. Creation of other pages etc.

Internet Tidbits

So news about this site is above but this area I'm planning on feeding in articles of stuff I find through the Internet. I'm thinking of linking programming articles that I find useful and maybe some other random stuff I come across. For the time being, this is all I can say until I get to work on this section.
